UPM Presents Strategic Halal Resolution, Strengthening Malaysia’s Role as a Global Reference Hub

 

 

 

PUTRAJAYA, 22 September – Universiti Putra Malaysia (UPM) has officially handed over its Strategic Halal Resolution to reinforce Malaysia’s position as a global reference centre, in conjunction with the Malaysia International Halal Research & Education Conference 2025 (MIHREC 2025).

 

The resolution was presented by UPM Vice-Chancellor, Dato’ Prof. Ir. Dr. Ahmad Farhan Mohd Sadullah, to Datuk Fadilah Baharin, Chief Policy Research Advisor for the National Halal Agenda, and Ihsan Övüt, Secretary-General of the Standards and Metrology Institute for Islamic Countries (SMIIC).

 

Dato’ Prof. Ir. Dr. Ahmad Farhan reaffirmed UPM’s commitment to advancing halal research and innovation, stressing its impact on the economy, food security and global well-being.

 

 

“This resolution demonstrates how shared ideas and commitments can be translated into actionable guidance, both at the national and international levels,” he said.

 

With Malaysia targeting RM100 billion in halal exports by 2035 under the 13th Malaysia Plan (RMK13), the resolution is expected to be a key driver in positioning the country as a global halal hub grounded in integrity, technological innovation and societal well-being.

 

Prof. Dr. Awis Qurni Sazili, Director of UPM’s Halal Products Research Institute (IPPH) and Chair of the MIHREC 2025 Organising Committee, said the resolution aligns with the 13th Malaysia Plan, the Halal Industry Master Plan 2030 (HIMP2030) and the New Industrial Master Plan 2030 (NIMP2030).

 

“This is more than a compilation of perspectives – it is a data-driven set of initiatives aimed at elevating Malaysia as a respected global halal reference point,” he explained.

 

 

The resolution outlines six critical domains, including governance, global market access, technology and innovation gaps, as well as the development of halal professional talent. Among its key proposals are the establishment of a Malaysian Halal Commission, dedicated legislation to regulate the halal industry, digital transformation in certification and supply-chain traceability and the strengthening of the Halal Professional Body.

 

Organised by IPPH, MIHREC 2025 brings together more than 200 participants comprising researchers, academics, industry leaders and policymakers from Malaysia and abroad.

 

 

The conference also marks the 20th anniversary of IPPH’s establishment and forms part of the Global Halal Summit (GHaS) 2025, officiated by Prime Minister Datuk Seri Anwar Ibrahim on 19 September at MITEC.
